“Trump is clearly exasperated with Putin,” said Javed Ali, a former counterterrorism official in federal government and associate professor of practice at the University of Michigan. “All the things that are being dangled over Russia on top of what the U.S. has already done, Putin doesn't seem to be moved by that. And what would it take for Putin to rethink the approach he's on now? Putin believes time is on his side, and all these conditions that are unique to Russia are favorable and they can withstand all the pressure that's being put on them.”
